Faculty and staff are responsible for identifying the goods/services required to conduct business daily. They use the Preferred Suppliers where it best fits their needs and seek out additional sources of supply where it makes the most sense to do so when a Preferred Supplier is not available. When the value of a potential transaction reaches $25,000, employees are required to seek out competitive bids for the goods or services.
Suppliers who receive a bid solicitation from Rice University are encouraged to carefully read the solicitation and respond only if they can meet the minimum requirements listed in the bid solicitation.

Rice University has identified through competition, access to competitively-bid contracts and other consortium platforms a number of suppliers in a variety of commodity areas. These are Preferred Suppliers and have the endorsement of the Controller's Office. |
Rice University will seek competition when it is in the best interest of the University. A diverse vendor base is so important to us, we have written requirements for competition into our policies and procedures to preserve the culture of open and robust competition. |
In accordance with the Rice University Policy 814 and the associated procedures, competition is required PRIOR to the award of any and all business on purchases valued $25,000 or more. |
